Managing Director
Seamus Hoyne -
Mr Hoyne has been involved in the energy sector since 1993. Initially having worked in the area of wood for energy Mr Hoyne was involved in the development of a system for harvesting forest residues at the University of Limerick. Mr Hoyne then worked for a short period in the oil industry before setting up the Agency in March 1998. He is the Managing Director of the Agency, while also working within the Tipperary Institute as a Programme Specialist in the Sustainable Rural Development Department. He was National Secretary of the Irish Bioenergy Association from 1999-2002. He was Chair of the Association of Irish Energy Agencies (AIEA) for 2003 & 2004.
Senior Energy Consultant
Paul Kenny -
Mr Kenny is the Senior Energy Consultant for Tipperary Energy Agency with particular responsibility for energy management for North Tipperary and South Tipperary County Councils and involvement in the Agency’s European Projects. Prior to joining the Agency in December 2006 , Paul worked for Procter and Gamble as a Production Manager . Paul holds a Degree in Mechanical Engineering and has also completed a Certificate in Renewable Energy.
Administrator
Francoise Hickey -
Mrs Hickey has worked with the Agency since August 2004. As Office Administrator Françoise deals with all the administrative aspects of the Agency as well as managing and updating the Agency Website, promotional documents and co-ordinating the Agency PR activities . Part of her work involves dealing with the General Public enquiries, she also manages all education activities and is involved in the Agencies projects . She is currently acting as the Secretariat for the Association of Irish Energy Agencies (AIEA). She previously worked in several Sales Administration and Customer Services roles for a range of industries both in Ireland and England. Françoise recently completed a Certificate in Domestic Sustainable Energy and a Higher Certificate in Business Studies.
Energy Engineer
Siona Daly -
Siona is an Energy Engineer for Tipperary Energy Agency. Her responsibilities involve energy auditing, sustainable energy feasibility studies, promotion and awareness of sustainable energy for North Tipperary and South Tipperary and involvement in the Agency’s European Projects. Prior to joining the Agency in June 2008 , Siona worked as a Process Engineer for Procter and Gamble, Nenagh. Siona holds a Degree in Mechanical Engineering and a Research Masters from Cranfield University, U.K. She has also completed the course in Building Energy Rating for new build since May 2008 and is studying for the Advanced Certificate in Renewable Technology in the Tipperary Institute since September 2008.

Paddy Phelan - BE Civil Engineering 2H1
Paddy is an Energy Engineer for the Tipperary Energy Agency since Nov 2009. His responsibilities include energy auditing , feasibility studies, monitoring and analyse SERVE Project, procurement for clients on Renewable Projects, promotion and awareness of sustainable Energy for County Tipperary and involvement in the Agencys European Projects. Paddy worked as Project Manager for Ormonde Construction Ltd and prior to that as Senior Engineer for Michael McNamara & Co. Paddy has 10 yrs experience in the Design Build Construction sector. Paddy holds a 2H1 degree in Civil Engineering from UCD, Certificate in Project Management and is a qualified non domestic BER assessor, domestic BER assessor, Air Tightness Assessor and a member of the Institute Engineers Ireland.
Energy Engineer
Michael Bell -
Michael is an Energy Engineer for Tipperary Energy Agency since July 2010. His responsibilities involve renewable energy development, monitoring and analysis on the SERVE Project, FOREST project implementation, promotion and awareness of sustainable Energy for County Tipperary and involvement in the Agency’s other European Projects. He worked in various Project Management and Senior Engineering roles for PJ Hegarty and Sons for six years on complex construction projects. Michael holds an honours degree in Civil, Structural and Environmental Engineering from Trinity College Dublin, a Postgraduate Diploma in Project Management from TCD and a Postgraduate Certificate in Environmental and Energy Engineering from CIT. Michael is a chartered member of Engineers Ireland.
Project Officer
Vincent Carragher -
Vincent has been working on lowering Carbon Dioxide emissions of communities for a number of years. As part of this work he designed and implemented a project which enabled the community of Ballina to reduce their emissions by 32% over four years. In TEA he has competed a number of IEE project including; Energy Neighbourhoods, Mobilise Energy Awareness and BioNett. Much of this work has focussed on facilitating communities to reduce energy use and related carbon dioxide emissions. He is currently working on two IEE programs; Trainenergy and ECCC. His work also involves coordination of TEA training activities including development, organisation and implementation of training programmes. He is also currently focussed on completing a PhD program in the Centre for Environmental Research in University of Limerick.
