Local Authority Housing

The Tipperary Energy Agency is supporting all Local Authorities in Tipperary in the energy performance upgrades of their social housing stock. The upgrading of the social housing stock is a clear government priority and has received significant funding nationally this year (in the order of 40 Million Euro). To this end, the TEA is performing a number of tasks is this area to improve and streamline the upgrades:

  1. Establishment of a joint housing Energy Forum with personnel from both Counties and all towns and areas in Tipperary.
  2. Authoring of a detailed best practice upgrade specification for local authority housing covering all aspects of upgrades.
  3. A standardised BER report and methodology to process this to tender documents, in addition to a standard BER report after the works.
  4. Establishment and support of a BER assessor panel on behalf of the Local Authorities.
  5. Training of contractors on the technical aspects of the upgrades prior to tendering, so each contractor understands the nature of the work.
  6. Training of relevant Local Authority personnel in the quality assurance and sign off process for the energy upgrades.
  7. Some additional QA of works.
