			<content:encoded><![CDATA[<p>Environment Minister Phil Hogan has issued a work programme setting out the steps and milestones for the development of national climate policy and legislation. <a href="http://www.enviro-solutions.com/nat-clim-cal.htm">http://www.enviro-solutions.com/nat-clim-cal.htm</a></p>
<p> The programme of work has also been sent to the Chair of the Oireachtas Joint Committee on Environment, Transport, Culture and the Gaeltacht as part of the follow-up to the Minister’s meeting with the Committee in December.</p>
<p>The work programme for policy development, including legislation covers the next 18 months. The principal milestones include -</p>
<ul>
<li>a public consultation which will take place in the first half of 2012;</li>
<li>in the second half of the year, the publication of an initial report by the NESC Secretariat on potential climate policies and measures (to be completed by end June 2012) and the development of heads of a Climate Bill for consideration by the Committee following Government approval (end-2012) &#8211; and</li>
<li>the consideration of the end-2012 final report by the NESC Secretariat and the heads of Bill by the Committee in the first half of 2013.</li>
</ul>
<p>The Minister also reiterated his commitment to an open and transparent process involving all stakeholders.</p>
<p>“A successful way forward for Ireland lies in structured dialogue on the range of views that exists across society &#8211; on an open and inclusive basis &#8211; and this will be facilitated at various points in the course of this work programme, beginning with the open consultation I will initiate next month”, the Minister said.</p>

Their town is the lowest cost of heating in Estonia. There is no reason why and Irish town cannot follow suit in the quest for lower cost of living in current strained times.</p>

<p style="text-align: left;">The<strong><em> Tipperary Green Business Network</em></strong> will hold <strong>a morning LAUNCH and NETWORKING</strong> event on<em><strong> Wednesday, February 1st  at LIT Tipperary, Thurles Campus at 9.00am.</strong></em> Companies in Co. Tipperary involved in the green sector, and who want to network with similar organisations, are encouraged to attend the launch event. The Green Business Network is being established in Co. Tipperary to take advantage of the emerging Green Economy, harness its job creation potential, with the longer term ambition of making Tipperary one of Ireland’s greenest counties. The event will feature a short presentation outlining the proposed structure and role of the Network, discussion and selection of a Management Committee, Business to Business networking, as well as an address by Michael Kelly (award-winning social entrepreneur and Ashoka Fellow) whose GIY network has over 12,000 members  across the country.<br />
Membership of the Network will be free for the first year. It will, initially, focus on the following four key sectors: Buildings &amp; Energy, Tourism, Transport and Food &amp; Agriculture.  A Steering Group, established in mid 2011, has drafted a set of actions for the first 12 months of the Network. Speaking prior to the Launch Patrick Killeen of NTLP noted: ‘The Green Business Network has emerged out of a series of workshops and meetings in 2011 which saw a need for businesses in the areas of sustainable energy, construction, transport and food to come together.  This developed into the concept of a Network which is being launched on the 1st February.  The aim of the Network will be to support and develop businesses working in the green economy in the County.”  The Launch Event will start at 9.00am and finish at approximately 11am.</p>
